Jason Burns – General Manager
Jason was appointed General Manager of RSA in 2021 to drive the growth and expansion of RSA’s services while maintaining our adherence to quality standards. He has a Bachelor of Commerce, Certificate IV in Disabilities and has over 20 years’ experience in all aspects of business. Having worked in public practice, private organisations and Disability enterprise, he has a wide breadth of knowledge ready to share and grow with RSA. Jason has also been involved with NDIS on a personal level since 2013 caring for his son who has Cerebral Palsy.
Jessica Weston – Quality Assurance and Client Relations Officer
With over two decades of service in the disability sector, Jess began her journey in 1997 while pursuing her Bachelor’s Degree in Applied Science with a major in Autism and following this up with a Post Graduate qualification in Special Education and Human Services.
Throughout her career, she has worked across diverse sectors including mental health, acquired brain injury, and autism-specific education. She also ran a successful consulting business specializing in autism intervention and case management. She has experience with the NDIA, overseeing teams of local area coordinators across 5 LGAs.
She began working with RSA in 2019, helping to set up the first site. After a brief break, she returned in 2023 and is currently serving as the Quality and Client Relations Officer. Her passion lies in empowering teams to achieve excellence and ensuring clients lead fulfilling lives.
Raewyn Tuhiwai – Moone Ponds Site Manager
Raewyn has worked in the Mental Health & Disability sectors for over 12 years, starting as a front-line worker, building experience and skill that she has taken into her leadership roles. She is passionate about building teams that are capable, adaptable and confident in providing person-centered supports to residents.

Tracy Clarke– Moone Ponds Coordinator
Tracy has dedicated over 13 years to the Mental Health, Youth, and Disability sector, driven by a deep belief that everyone deserves individualized support tailored to their unique needs.
Her journey began as a youth worker on the streets of Melbourne, providing critical, front-line support. From there, she grew into roles coordinating life skills and support groups and eventually moved into management positions.
With a strong, person-centered approach, Tracy focuses on building a collaborative environment to achieve positive, holistic outcomes. Her commitment to this field is also personal—her daughter’s experiences with APD and SAD from a young age have reinforced Tracy’s dedication to supporting others in a meaningful way.
Her moto is- Life is there to be lived, have fun doing it, make great memories, be that change you wish to see in the world.

Paola Castillo – Chadstone Site Manager
With a passion for making difference in people’s lives, creating inclusive and supportive environments, she ensures that every individual receives the highest level of care and assistance.
Paola brings strong leadership, compassion, and expertise to her role, fostering a community where clients feel empowered and valued.

Ashish Moore – Chadstone Coordinator
Ashish has worked in the disability sector for over 3 years, starting as a Disability Support Worker, where he developed a deep understanding of providing compassionate care and assistance to individuals with diverse needs. His passion for supporting others led him to take on the role of Team Leader, where he honed his leadership and coordination skills, overseeing a dedicated team and ensuring the highest standards of care and service.
He has also completed a Certificate IV in Disability, Ageing, and Community Services, further enhancing his knowledge and expertise. Currently, as a Site Coordinator, he leverages his experience in team management and client support to oversee daily site operations, ensuring smooth workflows, safety, and collaboration across all stakeholders.
His journey reflects a commitment to empowering others, fostering teamwork, and maintaining a high level of efficiency and care in every role he takes on.
